1. Corporate Income Tax (CIT) Incentives

China offers a wide range of corporate income tax incentives to encourage investment, innovation, environmental protection, regional development, and strategic industries.
Depending on your business activities, location, or qualification status, you may benefit from reduced tax rates, tax holidays, enhanced deductions, tax credits, or other preferential policies.
1.1 Reduced Corporate Income Tax Rates
These incentives permanently or temporarily reduce the standard 25% Corporate Income Tax rate.

1.2 Corporate Income Tax Exemptions
Unlike reduced tax rates, these incentives completely exempt certain income or projects from Corporate Income Tax.

1.3 Corporate Income Tax Holidays
Tax holidays provide complete or partial Corporate Income Tax relief for a limited number of years.

Depending on the incentive, the benefit starts from either the first profit-making tax year (typically for enterprise-based incentives) or the first income-generating tax year (typically for project-based incentives). Specific eligibility requirements and commencement rules vary by incentive.
Example: Software Enterprises
Benefit
- 2 consecutive tax years: Corporate Income Tax (CIT) exemption.
- Following 3 consecutive tax years: 50% reduction of the standard CIT rate.
Who can qualify?
Companies that develop and commercialize qualifying software products and obtain official Software Enterprise recognition.
When does the tax holiday begin?
The tax holiday does not begin when the company is incorporated. Instead, it starts from the first profit-making tax year, meaning the first tax year in which the enterprise generates taxable profits. If the company remains loss-making for several years after establishment, the tax holiday begins only once it becomes profitable.
A software company is incorporated in 2026 but does not generate taxable profits until 2029.
- 2026-2028: No tax holiday (loss-making years)
- 2029-2030: CIT exempt
- 2031-2033: 50% reduction of the standard CIT rate
1.4 Corporate Income Tax Credits
Rather than reducing the tax rate, these incentives directly reduce the amount of Corporate Income Tax payable.

Example: Foreign Investor Reinvestment Tax Credit
A foreign investor receives dividends from its China subsidiary and reinvests those profits into expanding operations or establishing another qualifying business in China.
If all policy requirements are met, the investor may claim a tax credit equal to 10% of the reinvested amount.
Who can qualify?
Foreign investors that use distributed profits from a Chinese enterprise to make a qualifying direct investment in another Chinese enterprise.

1.5 R&D Super Deduction
Eligible businesses may claim an additional 100% deduction for qualifying R&D expenses that are expensed rather than capitalised. This means that every RMB 1 of eligible R&D expenditure generates a RMB 2 tax deduction.
Where qualifying R&D expenditure results in an intangible asset (such as a patent), the asset may be amortised at 200% of its cost for CIT purposes.
Key Qualification Requirements
- The R&D activity must involve genuine scientific or technological innovation.
- Eligible R&D expenses must be separately accounted for.
- Businesses must maintain supporting documentation, including project plans, technical objectives, cost allocation records and R&D outcomes.
- Certain industries (such as tobacco manufacturing, real estate development, leasing and commercial services, entertainment and others specified by the regulations) are excluded.
Example
A company spends RMB 1 million on qualifying R&D.
Under the R&D Super Deduction policy, it may deduct RMB 2 million when calculating its taxable income instead of the actual RMB 1 million spent.
If the company is subject to the standard 25% Corporate Income Tax rate, the additional RMB 1 million deduction reduces its CIT liability by RMB 250,000.
1.6 Loss Relief
Businesses may carry tax losses forward for future years.

Example: Tax Loss Carry-forward
A company incurs a tax loss of RMB 2 million in 2026 and records a taxable profit of RMB 3 million in 2028. Instead of paying CIT on the full RMB 3 million, it may first offset the RMB 2 million carried forward, leaving only RMB 1 million subject to Corporate Income Tax.
Who can qualify?
All Chinese resident enterprises, including WFOEs, may carry forward tax losses. Certain qualified enterprises, such as HNTEs and Technology-based SMEs (TSMEs), benefit from an extended carry-forward period.
1.7 Foreign Tax Credit
Chinese resident enterprises may claim a Corporate Income Tax credit for qualifying foreign income taxes paid on foreign-source income, subject to statutory limitations.
The credit helps mitigate double taxation by offsetting Chinese Corporate Income Tax payable on the same income. Unused credits may generally be carried forward for up to five tax years.
Example
A Chinese WFOE earns investment income from a subsidiary in Singapore and pays Singapore corporate income tax on that income.
When calculating its Chinese Corporate Income Tax, it may claim a foreign tax credit for the qualifying Singapore tax already paid, subject to the statutory credit limit. This reduces the risk of the same income being taxed twice.
2. VAT Incentives

China offers various VAT and customs incentives to support small businesses, exporters, strategic industries, technological innovation, and international trade.
Before discussing VAT incentives, it is important to understand that China has two different VAT taxpayer categories.
VAT Taxpayer Categories

The incentives below primarily apply to small-scale VAT taxpayers, exporters, and businesses operating in qualifying industries or regions.
Now we start incentives.
2.1 Reduced VAT Levy Rate
Eligible small-scale VAT taxpayers may apply a 1% VAT levy rate instead of the standard 3% simplified levy rate. It is valid from 1 January 2026 till 31 December 2027
Important conditions
- Applies only to transactions eligible for the simplified levy method.
- Different invoicing rules apply to general and special VAT fapiaos.
Also, small-scale VAT taxpayers are exempt from VAT where taxable sales do not exceed:
- RMB 100,000 per month, or
- RMB 300,000 per quarter.
2.2 Export VAT Refund (Rebate)
China’s export VAT refund (rebate) system is designed to improve the international competitiveness of Chinese exporters by preventing VAT from becoming an export cost.
When a General VAT Taxpayer exports eligible goods, the export is generally zero-rated for VAT. Depending on the product, the exporter may also recover part or all of the input VAT previously paid on purchases, raw materials, manufacturing costs, and other qualifying business expenses.
The amount recoverable depends on the applicable export VAT rebate rate, which is determined by the product’s customs classification rather than by the exporter.
Benefit
- No output VAT is charged on qualifying exports.
- Eligible exporters may recover part or all of the input VAT paid in China.
- Typical rebate rates are 13%, 9%, 6% or 0%, depending on the exported product.
Who Can Qualify?
Generally, businesses must:
- Be registered as General VAT Taxpayers.
- Export eligible goods from China.
- Complete the required customs declaration procedures.
- Meet the relevant VAT, customs and foreign exchange compliance requirements.
Important Notes
- The rebate rate depends on the exported product, not the company.
- Not all exported goods qualify for the same rebate rate.
- Some products do not qualify for any export VAT rebate.
2026 Policy Changes
China significantly revised its export VAT rebate policy from 1 April 2026.
The most notable changes include:
- Export VAT rebates were eliminated for 249 product categories, including many photovoltaic (PV) products.
- The rebate for qualifying battery products was reduced from 9% to 6% between 1 April and 31 December 2026, before being eliminated from 1 January 2027. More info here.
3. Individual Income Tax (IIT) & Talent Incentives

China offers a variety of Individual Income Tax (IIT) incentives to attract highly skilled professionals, overseas talent, and individuals working in strategically important regions.
Most programs aim to reduce the effective IIT burden to 15%, although eligibility requirements, application procedures, and implementation vary by region.
3.1 Regional IIT Incentive Programs
These programs reduce the effective Individual Income Tax burden for qualified individuals working in designated regions.

Qualified individuals receive a subsidy that reduces their effective Individual Income Tax burden to approximately 15%.

Overseas high-end talents and urgently needed talents working in one of the nine mainland cities of the Greater Bay Area such as:
- Shenzhen
- Guangzhou
- Zhuhai
- Foshan
- Dongguan
- Huizhou
- Zhongshan
- Jiangmen
- Zhaoqing
How to qualify
Applicants must satisfy both the national policy requirements and the specific eligibility criteria established by the local government where they work.
Application process
Applications are generally submitted once a year, with the subsidy paid after approval.
Important limitations
Eligibility criteria and required documentation differ between cities.
3.2 Talent Recruitment Incentives
Beyond IIT reductions, many local governments offer financial incentives to attract qualified professionals.

5 Regional Incentives

China uses regional incentive policies to encourage investment, industrial development, and innovation in strategically important locations. Depending on where your business is established, you may qualify for reduced Corporate Income Tax (CIT) rates, Individual Income Tax (IIT) incentives, customs benefits, government grants, simplified administrative procedures, and industry-specific support.
